An article in Canada's Law Times argues that Bell Canada's new billing policy, which charges customers based on how much they download each month, could stall or kill the emerging Internet-delivered television market in the country.

The Canadian Radio-television and Telecommunications Commission (CRTC) approved Bell Canada's new method in May. The carrier's stated reason for usage-based billing was that it would reduce network congestion.
