FCC member Robert McDowell had some disappointing insights for those hoping for radical changes in the way today's retransmission consent works. Nothing big is in the works, McDowell said during a public discussion with NAB President-CEO Gordon Smith.

"The commission's power is limited to looking at the good-faith dichotomy," he said, and asking for more for broadcasting content does not constitute "bad faith" negotiations.
