McAllen, Texas and Time Warner Cable kiss and make up

The seemingly irresolvable dispute between McAllen, Texas and Time Warner Cable (NYSE: TWC-WI) over public access TV channels--and most specifically, where they should reside on the cable lineup--has been resolved without bloodshed.

Time Warner Cable wants to shift public, educational and government channels to a digital tier to free up space for new HD channels and higher broadband speeds; McAllen said the move would disadvantage residents who don't have digital TVs and can't afford digital cable.

The two sides took it to court, then backed off and agreed that Time Warner Cable will waive a $40 installation fee for those older than 64, those with disabilities and low-income subscribers. All city- or school-owned TVs will get a free digital to analog converter and installation.
