The FCC has restarted its dormant net neutrality process, a move that's sure to attract litigation.

The rules, passed by the Commission 3-2 back in December, are now being submitted to the Office of Management and Budget (OMB) for review. If approved, as seen likely, they would become finalized and published in the Federal Register--probably sometime after September. Then the fun will begin.

Previous efforts by Verizon (NYSE: VZ) and MetroPCS (NYSE: PCS) to have the rules legally overturned were spurned because the rules weren't final. Now, with finality, will come legality challenges. This time around though, there will be an added kicker: what happens with AT&T's bid to take over T-Mobile.
